JunThe 17th RUC Area Studies Forum organized by the National Academy of Development and Strategy, Renmin University of China, and hosted by the Eurasian Research Institute of RUC, titled “Space and Sanctions in Foreign-related Rule of Law” was held on April 28th, both online via ZOOM and offline with the support of Renmin University of China Law School.
The lecture was presented by Kurmanbek uulu Talanbek, Vice President of Kyrgyz National University, and Imanberdiev Dosaaly Choyubekovich, Deputy Director of the Law Research Institute of Kyrgyz National University. The keynote speech was moderated by Professor Zhang Yan, Vice Dean of Renmin University of China Law School and Researcher of the Eurasian Research Institute of RUC.
Professor Talanbek mainly discussed the impact of digital technology on education in the present era. He emphasized that the primary task at present is to cultivate comprehensive talents that meet the needs of the country and highlighted the importance of digital skills. From workers to economists, professionals from all walks of life need to apply digital skills in their work, and social management cannot be separated from digital abilities. Interesting solutions are deciding our future, and it is crucial for us, who are experiencing the fourth industrial revolution, to improve our wisdom and digital skills with new ways of thinking and cultivate better talents in education. Professor Talanbek then introduced the relevant plans and construction of Kyrgyzstan National University in the cultivation of digital talents, including the application of innovative technologies and advanced educational concepts from various countries in the world and the combination of industry, academia and research. He believes that the representative product of the fourth industrial revolution is artificial intelligence, including robots, machine vision, etc., and that China is likely to be the leader of this fourth industrial revolution.
Professor Choyubekovich introduced the countermeasures and actions of Kyrgyz National University in the rapidly developing world of artificial intelligence and digital technology, including the direction and planning of digital talent cultivation, especially in the field of law. He emphasized that cultivating legal workers with digital and comprehensive capabilities is the primary task at present, while maintaining the security of the country’s digital field is a key focus. Kyrgyzstan has conducted many research projects related to this issue, covering cross-application in management, economy, and other fields. Professor Choyubekovich mentioned that they are seeking methods and paths to cultivate more comprehensive legal workers and management workers who can meet the needs of national institutions, and expressed their willingness to deepen their cooperation with Renmin University of China, which has made significant achievements in the field of law and legal talent cultivation, to exchange experiences in digital education.
Professor Choyubekovich also emphasized issues related to national security, international peace, and international cooperation. Peace is essential to every country, and without peace, there can be no development. Thanks to the efforts of the Chinese government and President Xi Jinping, we have seen the historic step of former enemies Saudi Arabia and Iran shaking hands and making peace, which is extremely important for the world. Countries around the world are paying attention to President Xi Jinping’s initiatives, including Russia. As a neighboring country, Kyrgyzstan is very concerned about China’s development, and we expressed our support for the initiatives launched by China as soon as possible. China’s policies are gradual and consistent, including international law and international politics, and the cultivation of talents in this field is also world-leading. Considering some international practices, we are also cultivating experts in international issues, and we have a research office specializing in national security and international peace. Professor Choyubekovich emphasized that China's initiatives such as the Belt and Road are an important embodiment of the new generation of Chinese national leaders not forgetting their original intentions and history and leading the new leadership team forward. We are very concerned about research in this area, and our students will become future leaders, and they are also very concerned about China's development. He mentioned that Kyrgyz National University is now not only focusing on cultivating professional talents in security and peace for its own country but also paying attention to the cultivation of talents in other countries, such as Sudan and Yemen, where security is a prominent and fragile issue. China proposes security initiatives in these places, setting an example for the world.
The event also invited Associate Professor Tian Feilong from the Institute of Advanced Studies in Humanities and Social Sciences, Beihang University, and Executive Dean Zhu Shisong from the Contemporary China Study Institute at Sichuan International Studies University to host commentary and interactive sessions. Associate Professor Yang Shangdong from School of Law, Southwest University of Political Science and Law, Associate Professor Xia Yinye from Chongqing University School of Law, Associate Professor Ye Yizhou from Institute of Guangdong, Hong Kong, and Macao Development Studies, Sun Yat-sen University, Associate Professor Wang Ruixue from Nankai University School of Law, Lecturer Liu Min from Law School Yunnan University, and Lecturer Wu Lei from the Administrative Law School, Southwest University of Political Science and Law participated in the interactive commentary. The guests conducted in-depth discussions with the keynote speakers on topics such as the spatial issues of artificial intelligence and its associated digital technology, strengthening cooperation in digital talent education and cultivating digital legal workers. In addition, under the guidance of Xi Jinping Thought on the Rule of Law, the guests also conducted in-depth discussions on issues such as foreign law and Eurasian spatial governance, digital national governance and cross-border data security, and explored the order under international law in the current digital era, relevant economic sanctions issues, and counter-sanction experiences.
